OPERATIONAL POLICY, PLAN & PROGRAMS
The Association as a forum for the development and promotion of national construction industry will
initiate and implement programs for the benefit at large. The secretariat will be responsible for
initiation, planning, programming and implementation of, but not limited to, the following activities:

Assessing actual status of Class A, B, C & D in operation on the
basis of registered list with the Construction Development Board to
enable in developing strong database on the activeness;

Collection of existing employees data of the construction industry
including future manpower needs for development of personnel
information system (PIS) database;
-
Assessing actual status of related construction industrial entities
for material & services for the construction industry and pursue
programs & activities necessary for fostering growth of the
construction sector;
-
Inventorying construction equipment in possession with the
contractors including assessment of deployment records and
operational efficiency;
-
Assessing equipment service support and facilitating services
through the dealers, in and outside the kingdom, as complimentary to
the mechanization programs & activities;
-
Assessing human resource development need in the construction
industry and pursue training & non-training intervention programs
for achieving nationalization of the employment;
-
Development & promotion of managerial and technical capabilities of
the construction industry;
-
Promotion of private construction contractors participation in the
construction activities;
-
Assessment of contractors performance and development of capacity
through institutional strengthening and developmental programs;
-
Dissemination of information;
-
Formulation of rules, regulations and manuals for the administration
and operational management of the association’s function within the
parameters of its constitutional mandate as may be accorded; and
-
Mapping of the construction sector.
FINANCIAL POLICY, PLAN & PROGRAMS
The Association’s fiscal year is from July 01 to June 30 of the following year. The
Head of the Secretariat is responsible to ensure timely collection
and disbursement of fund for its planned activities and maintaining
proper books of accounts.
The Association as a Non-profit making organization mobilizes fund through
Membership Fee and Levy approved/as may be authorized by the General
Body or Executive Committee. The Secretariat is also charged with
the responsibility to initiate self-sustaining activities for the
development & promotion of construction sector including
documentation & service charges or any other, as may be, approved by
the General Body or the Executive Committee.
The Association may explores, seek or work-out, through proper channel, financial
and technical assistance package from donor agencies, both within
and outside the country, for the development and promotion of
Bhutan’s construction industry.
